The core objective of this initiative is to enhance the economic status of the state's tribal communities by linking the scheme to Self-Help Groups (SHGs). These SHGs, consisting of impoverished individuals who share common goals and challenges, manage a collective savings account from which small loans are given to the group members. The financial support from the scheme is directly deposited into the SHG bank accounts, benefiting the members.

Each SHG member is entitled to receive Rs. 25,000 from the scheme. The government contributes Rs. 1.4 lakh, while the remaining Rs. 1,25,500 is provided as a loan, which is deposited into the SHG accounts. In this way, the scheme operates similarly to a bank loan, where the beneficiaries are expected to repay the amount in installments (EMIs) once they begin earning from their goat farming ventures.

• Financial Support for Goat Farming: The scheme provides subsidies to unemployed youth, giving them the opportunity to earn from goat farming.

• Money-Linked Goatery Program: A money-linked goatery program will be implemented to increase earnings, allowing beneficiaries to improve their financial conditions.
• Provision of Livestock: Each beneficiary will receive 12 goats as part of the scheme — 10 females and 2 males — to begin their goat farming business.
• EMI Loan Repayment Option: After the beneficiaries start earning from the goat business, they can repay the loan in manageable EMIs from the income generated by the livestock business.
• No Installment Payment for the First 9 Months: The scheme provides a grace period of 9 months, during which no loan installments are required, giving the beneficiaries time to establish their business.
