Allocation of Funds for the Mukhyamantri Anila Bhagya Scheme

Other departments involved include the Department of Food, Consumer Affairs, Civil Supplies, and Legal Metrology, the KBOCWWB under the Department of Social Welfare, the Department of Labour, and the Department of Forest Ecology and Environment. The Food Department acts as the central coordination point, liaising with various government agencies, boards, and companies to ensure the successful execution of the scheme.

The allocation of funds for this scheme depends on the number of beneficiaries identified by each participating department. Each department sends its designated funds to the Department of Food and Civil Supplies based on their respective lists of eligible recipients. If a candidate qualifies under more than one category, they will be prioritized according to the following preferences:

Mukhyamantri Anila Bhagya Scheme Implementation

The Mukhyamantri Anila Bhagya Scheme (MMABY) is implemented at the district level under the direction of the district minister. A selection and monitoring committee is established at the district level to identify eligible beneficiaries for the program. This committee compiles a list of state residents who do not have ration cards or gas connections for non-gas households.

The Member Secretary of the district uses this list to assess the Phase-I objective for the district and calculates the number of beneficiaries under Phase-I FPS (Fair Price Shop). The MLA member secretary provides the MMABY guidelines and divides the target list by FPS for the selection of Phase-I beneficiaries.

In case the MLAs are unable to complete the beneficiary list within a week of receiving the Phase-I list, the District Selection Committee is authorized to finalize the list. Once the Forest Department prepares the list of beneficiaries for the fiscal year, the Range Forest Officer (RFO) must register the applications in a common application form.

It is important to note that individuals who already have a gas connection through the Pradhan Mantri Ujjwala Yojana will not be eligible for benefits under this scheme.

Eligible female family members aged 18 or older, with a PHH/AAY ration card, can apply for MMABY by submitting the required documents at the Gram Panchayat office, Jan Snehi Kendra, or Bangalore 1 centre. Applicants must verify that they do not have a gas connection at home and provide their Aadhaar number at every Phase-I service kiosk.

When applying for the Karnataka Anila Bhagya Scheme, applicants may choose the local agency where they wish to apply. Following the application period, Phase-I beneficiaries will endorse the applicant's eligibility to submit an MMABY application.

A unique Consumer ID number is assigned to each applicant after the Food Inspector (FI) receives the application. An SMS confirming the FI verification is sent to the applicants. A copy of the check and the beneficiary list is sent to each recipient by the FI. The beneficiary's LPG distributor receives the completed MMABY acknowledgment application form, a copy of the cheque, and the release order.

Once the distributor OMC (Oil Marketing Company) approves the beneficiary, the Service Voucher (SV) is issued. Additionally, the beneficiary’s information is entered into the Food and Civil Supplies (FCS) software web portal using their login credentials for future processing and monitoring of the scheme.

Application Process for Mukhyamantri Anila Bhagya Scheme 

To apply for the Mukhyamantri Anila Bhagya Scheme, the application process differs for rural and urban residents:

  • For Rural Residents: Rural residents are required to visit their nearest Gramme Panchayat office and submit an offline application to apply for the scheme.
  • For Urban Residents: Urban residents must visit their respective ward offices to submit their application for the scheme.

After the application submission, the applicant’s details are cross-verified with the SECC-2011 data list to ensure that the recipient has not already benefited from the Pradhan Mantri Ujjwala Yojana (PMUY) free LPG connection.

Important Note: Applicants who have already received benefits under the Pradhan Mantri Ujjwala Yojana will be ineligible for the Mukhyamantri Anila Bhagya Scheme. If the applicant is found to have benefited from PMUY, their application will be rejected, and they will not be considered for this scheme.
