Under this initiative, the Kerala government aims to provide employment opportunities to approximately 50,000 people in the current financial year. The scheme will be implemented as part of the CM Local Employment Assurance Program (LEAP). 

The Athijeevanam Keraliyam Scheme consists of five key components: Yuva Kerala Project, Connect to Work, EDP-K, ARISE, and KMEDP. Kudumbashree will oversee the execution of this scheme, which is expected to benefit 50,000 individuals this year. The Chief Minister also announced a budget allocation of Rs. 145 crore as part of the Rebuild Kerala initiative, alongside Rs. 20.50 crore in scheme support for the project.

The Athijeevanam Keraliyam Scheme 2024 consists of the following key components:

Yuva Kerala Project (YKP)

The Yuva Kerala Project aims to provide employment opportunities for 10,000 individuals from economically disadvantaged backgrounds. The state government has allocated approximately Rs. 60 crore for this initiative. It targets youth aged 18 to 35 years, with an extended age limit of 45 years for Scheduled Tribes (ST) and Differently Abled (PH) individuals. This program offers 100% free training, including free transportation, accommodation, meals, uniforms, as well as post-placement support, guidance, and monitoring over a one-year period.

Connect to Work (C2W)

The Connect to Work (C2W) program focuses on enhancing the soft skills of rural youth, helping them find employment opportunities. The scheme intends to provide training to 5,000 young men and women, connecting them with employers and recruitment agencies to secure suitable jobs based on their educational qualifications, training, and interests. The government has sanctioned Rs. 5 crore for the C2W initiative.

Kerala Entrepreneurship Development Program (EDP-K)

The Kerala Entrepreneurship Development Program aims to initiate entrepreneurial ventures across various sectors in the state, particularly in 14 flood-affected areas. The initiative plans to establish approximately 16,800 new businesses in both agricultural and non-agricultural fields. Around 20,000 individuals, both men and women, will benefit from the scheme. Under this component, the government offers financial support through loans of up to Rs. 1 lakh for individual ventures and Rs. 5 lakh for group enterprises, at an interest rate of 4%. A budget of Rs. 70 crore has been allocated for EDP-K.

ARISE (Acquiring Resilience and Identity Through Sustainable Employment)

The ARISE program was launched in 2018-19 to provide training to youth and Kudumbashree workers, particularly those who lost their jobs due to floods in Kerala. For the 2020-21 fiscal year, around 10,000 individuals will be given employment opportunities under this initiative. The ARISE program has received a budget of Rs. 10 crore for the current phase.

Kudumbashree Micro-Enterprise Development Program (KMEDP)

The KMEDP segment of the scheme aims to support the establishment of around 3,000 individual enterprises and 2,000 group ventures. It will benefit approximately 10,000 individuals from the Kudumbashree community and their families. Under this program, individuals can initiate businesses with a loan limit of Rs. 2.5 lakh, while group ventures can access up to Rs. 10 lakh. All businesses involved in this scheme will receive free training in skills and entrepreneurship, provided by selected training organizations under the Kudumbashree District Missions.
